When does a public contract involve remuneration and therefore fall under the Public Procurement Law Act?

The answer to this question can be quite challenging for contracting authorities, particularly in the IT sector, as the concept of remuneration, both under the EU procurement directives and the Act itself, differs in many cases from the common understanding.

And the contracts themselves, due to the specific nature of the IT sector, may provide for atypical forms of remuneration which at first glance appear to be free of charge.
