Addleshaw Goddard (AG) continues the development of its office in Poland. As of 1 May 2026, the firm has strengthened its offering through the establishment of a new Public Procurement and Construction practice. The team is led by partner Katarzyna Kuźma, with the team also comprising partner Tomasz Michalczyk, counsel Dr Wojciech Hartung, senior associate Michał Gajdek and Maksymilian Bajkowski.

The newly established practice brings together lawyers recognised among the leading public procurement advisers in Poland. Its position is confirmed by the highest individual and team rankings in international legal directories, including Band 1 in Chambers and Partners and Tier 1 in Legal 500 EMEA. The team regularly advises on the largest and most complex investment projects on the market.

Katarzyna Kuźma has nearly 20 years’ experience in public procurement and the delivery of complex investment projects, including public-private partnerships and concessions, with a particular focus on international aspects. She advises on the structuring of complex investment projects involving public sector entities and supports both public and private sector clients at all stages of procurement procedures. Her extensive experience covers sectors such as construction, energy, defence, environmental protection and healthcare. She also has international experience gained through her work with Spanish law firms between 2000 and 2006 and is qualified to practise law in Spain. For many years, she has advised foreign businesses entering the Polish market, particularly companies from Spanish-speaking countries and Asia. She is Vice President of the Polish Public Procurement Law Association.

Tomasz Michalczyk specialises in public procurement and PPP projects, having participated in the largest and most complex proceedings of this type in Poland to date). He represents both contractors and contracting authorities at all stages of procurement procedures, including in dispute proceedings before the National Appeals Chamber and the Public Procurement Court. He has extensive experience in infrastructure projects, covering both linear and building infrastructure. He advises in particular contractors tendering for construction works and engineering services contracts, as well as clients at the contract performance stage.

Dr Wojciech Hartung advises on the structuring of infrastructure projects implemented with the participation of public entities, including transactions involving MA& aspects in the context of public procurement law, PPP regulations, concession law and other public-private cooperation models. He specialises in public-to-public cooperation arrangements (in-house procurement), including in relation to public services. He has extensive experience in the energy, defence, waste management and transport sectors. He also participated in legislative work related to the implementation of EU public procurement regulations into Polish law.

Michał Gajdek specialises in public procurement law. He provides comprehensive support to both contracting authorities and contractors at all stages of procurement procedures, including contract performance. He represents clients in proceedings before the National Appeals Chamber and the Public Procurement Court. He has extensive experience as a trainer, advising both foreign entities entering the Polish market and clients seeking to further develop their expertise in public procurement law.
