New consortium targets cross-border projects, integrating construction and investment

A new international initiative linking construction and investment advisory firms across Europe has been launched, signalling a further step towards cross-border integration in the sector.
The International Construction Advisory Consortium (ICAC), established on the initiative of Trebbi Polska, brings together independent firms to support investors, developers and financial institutions delivering projects in multiple jurisdictions.
The consortium reflects a model increasingly visible across the real estate and construction advisory market – combining deep local knowledge with coordinated international delivery. By partnering with firms that hold strong positions in their domestic markets, ICAC aims to ensure that projects benefit from both on-the-ground insight and a consistent standard of service across borders.
ICAC’s founding members span a wide geographic footprint, covering both mature and fast-growing markets. Alongside Trebbi Polska, the network includes HML Project Management (Baltics and Ireland), Rose Consulting (UK), Spányi Partners (Hungary), BM Consulting (Romania), Project World (Croatia), Almiranta Capital (Portugal and Spain), and Atlas Project Management (Bulgaria).
Together, the partners offer a broad suite of services covering the full investment lifecycle. Core capabilities include technical due diligence, project management, bank monitoring, investor supervision, cost control and construction claims advisory. Beyond these, the consortium also incorporates development support, investment advisory, market analysis and project structuring – reflecting the increasingly multidisciplinary nature of large-scale real estate and infrastructure projects.
The diversity of the network is also evident in its sectoral expertise. Members bring experience from areas including data centres, logistics, self-storage and hospitality, alongside emerging specialisations such as AI-driven project management and process optimisation. This breadth allows ICAC to respond to the growing complexity of projects, where technical delivery, financing structures and operational considerations are becoming more tightly interlinked.
We believe the consortium’s added value lies in the fact that each company brings its own unique skills and experience. This enables the members to broaden their capabilities and apply them across a wide range of processes, giving us a competitive advantage in the engineering sector.

In this context, the ability to access integrated advisory services across multiple markets is becoming a competitive advantage. We also believe that our expertise adds significant value in the decarbonisation of building portfolios within the real estate sector, across a broad range of asset classes.
ICAC’s launch therefore speaks to a broader trend within the industry: the shift from purely local consultancy towards networked, international advisory platforms capable of supporting increasingly complex, multi-jurisdictional investments.
