Michał Borowski has joined Dentons’ Tax practice in Warsaw as a partner to head the offering related to tax governance, cooperation with the tax administration, and indirect taxes.

Michał Borowski has nearly 20 years’ experience in tax advisory, particularly in the field of indirect taxes, tax proceedings and disputes, and cooperation with the tax administration on strategic projects such as the Cooperation Programme and the Investment Agreement, implemented by Poland’s Ministry of Finance. He advises both international corporations and Polish companies in all sectors, as well as large local government units. For over 14 years, he has been associated with the Business Center Club, an organization that brings together individual entrepreneurs from all industries and regions, where he serves as the Minister of Taxation in the Economic Shadow Cabinet and Chairman of the Tax Committee.

He is an expert and member of the National Tax Administration Subgroup of the Social Dialogue Council, where he supports its institutional and systemic development. Michał Borowski was a member of the Anti-Tax Avoidance Council from 2020-2024, supporting activities related to counteracting tax abuse. He also collaborated with the Program Council of the United Nations Global Compact, focusing on building a sustainable economy through the tax system. Currently, he is collaborating with the Vienna University of Economics to develop closer dialogue between taxpayers and the tax administration and promote alternative methods of resolving tax disputes.

He has been involved in legislative processes at both the national and European levels, including as an expert working on the European Commission’s Green Paper on VAT. He played a key role in the preparation and implementation of the Cooperative Compliance Program in Poland, aimed at building partnership and transparent relations between taxpayers and the tax administration. Currently, he is collaborating with Poland’s Ministry of Finance on the creation of Internal Tax Supervision Frameworks.

Before joining Dentons, Michał was a partner at a Polish tax advisory firm, where he led the Tax Governance team.
