Prepared at the request of the Ministry, the “Good PPP Practice” manuals show how to effectively implement PPP projects, citing examples of successfully completed construction, energy efficiency, water and wastewater projects. Ultimately there will be 10 manuals describing key investments from various sectors and projects of different scales. The publications aim to help public entities replicate good practice and achieve optimal implementation.
The first manual, concerning public utility buildings, describes a pioneering project involving the design and construction of the Regional Court in Nowy Sącz. It was the first PPP project in Poland implemented at the request of the State Treasury, and Dentons advised Bank Gospodarstwa Krajowego on the project financing. During the recent grand opening of the new court premises, Witold Słowik, Undersecretary of State at the Ministry of Investment and Development, encouraged local government officials to learn from the good practices of the projects described in the “Good PPP Practices” series.
The manuals were produced as part of the “Government Policy in Public Private Partnership”. The Public Private Partnership Act has been in place for more than eight years, but the use of the PPPs has still not reached its full potential. The government continues to promote awareness of this project investment structure.
