The growing importance of Life Cycle Costing (LCC)

    The British Polish Chamber of Commerce in associations with the Royal Institution of Chartered Surveyors (RICS) has recently hosted an RICS CPD event on Life Cycle Costing.

    Over 35 senior professionals from the property industry – both members and non-members - gathered on a Thursday morning to learn and share information and knowledge about this topic.

Joe Martin, Executive Director of BCIS (Building Cost Information Service) at RICS gave a presentation on Life Cycle Costing covering the current issues including:

· The growing importance of LCC particularly in public sector procurement and for private clients with a high profile ‘green agenda’.
· The necessity to include only costs that will accrue to the client in a LCC plan as the client cannot judge the value for money of an investment unless they are allowed to judge value against a clearly defined cost.
· Current standards for defining LCC including the proposed ISO 15686.2; the UK supplement to the ISO, which provides a defined data structure; and the EC guidance all of which are due for publication early in 2008.
· Thre mechanics of preparing a LCC plan and calculating Net Present Value (NPV).
· The data requirements and sources
· Assessing the period of analysis which could be as short as 5 years in retail and over 60 years for some public sector schemes
· Assessing life expectancy of components. It is important to consider that many components are replace not because they are physically worn out but because they are obsolecent for some other reason such as technically redundant.

    The presentation were followed by a lively debate. It was apparent that while LCC was not routinely carried out in Poland at the moment, EC procurement rules and inward investment from major international firms was likely to promote its practice in the forseeable future.

    Jonathan Steer FRICS, Director at Europtima, specialists in managing construction and real estate projects across Europe and sponsor of the CPD event, added:“ Contrary to logic many major real estate projects fail to address the life cycle costs of a building with a concentration on initial capital cost only. With the focus shifting to sustainability and increasing tenant awareness developers will soon have to embrace Life Cycle Costing. ”

    RICS Polska is planning to organise more CPD events in the near future and the next one in December will cover the new RICS Measurement Initiative and topics of the upcoming RICS events will be released in due course.
