BPCC members provide PPP training to Mazowieckie province directors and mayors

At the request of Adam Struzik, the Marshal (chief executive) of Mazowieckie province, the BPCC organised a training session for the province's directors and mayors of municipalities. The subject was Public Private Partnerships (PPP). The Marshal of Mazowieckie province has announced that in two key areas - health care (and in particular the provision of hospitals) and commuter railways - he sees Public Private Partnerships as the only practicable way of moving forward.

Speakers from consultancy PriceWaterhouseCoopers, law firm Wiercinski, Kwiecinski, Baehr, construction firm Bovis Lend Lease, local initiative support agency AWIL S.A., project management software firm Sword CTSpace and the BPCC, made presentations outlining various aspects of public private partnership. The UK is the world leader in this type of public project finance and much was made of the British experience during the training.
All the companies involved have had long involvement in projects of this type and were willing to share their know-how with representatives of Mazowieckie's local government.

Michael Dembinski, head of policy at the BPCC, said: "We were delighted at the importance that the Marshal's office has accorded to this subject. If Poland is to modernise its public infrastructure without running up unsustainable levels of public debt, PPP is the only answer.  The fact that between the Chamber and the Marshal's office, we managed to organise the training session in the space of less than two weeks is proof that the will is present on the part of the public sector!"
